Energy efficiency

The project titled „Trainings for energy efficiency aimed at professionals in the public companies engaged in water supply in the territory of the Republic of Serbia“ has been conceived as a sort of training for connecting all stakeholders involved in the water supply in the territory of the Republic of Serbia, as well as the professional public in this field. Trainings include training of personnel in public utility companies engaged in water supply in the territory of the Republic of Serbia in the field of energy efficiency.
Thematic trainings will be based on:
• Developing ways to diagnose energy consumption;
• Measurement of energy consumption;
• The use of „retscreen“ software that determines the effectiveness of the energy efficiency measures applied;
• Development of the energy efficiency Action Plan.

Action plan

1. Presentation of trainings
Presentation of trainings at Water Days event in Niš (June 8, 2017)
First direct meetings with potential stakeholders during the event
2. Development phase
Analysis and evaluation of possibilities
Assessment of potential stakeholders and participants during trainings
Preparation of program framework
Definition and preparation of training modules
Publicity measures
3. Visit to stakeholders and the First Call
Visits to the water supply companies in region, members of the “Association for water protection and preservation in the South of Serbia“
Delivery of the complete documentation to the potential stakeholders
Official first call to participate in trainings
Discussions on the subject of potential number of participants from each water supply company
4. Options to finance training program
Budget development
Financial options assessment
Definition of registration fee for participation in trainings per participant
5. Purchase of measuring equipment
If possible, purchase of equipment in accordance with a list of requirements, previously defined and delivered to IAWD
6. Final preparation of training material
Completion and preparation of presentations and documents for the implementation of training, including, also, all the necessary presentations
7. Field measurements
In the case of purchased measuring equipment and as a part of the training, to enable participants to carry out field measurements of characteristic values in their systems
8. Implementation
Implementation of all foreseen activities
The scope and number of training sessions to be adjusted to the number of registered trainees. The initial plan includes three day training (three workshops, not necessarily consecutive days)
The maximum foreseen number of trainees is 20
Trainings are designed for three one-day workshops .
Trainings will be held by two lecturers (trainers) who are experts in the specific field
Technical assistance will be provided by the Association ECONOLERA from Bulgaria that will have one representative during training sessions.
It is planned that after the first training session the visit should be paid to the company with the best energy efficiency Action Plan.

Project objectives

The overall project objective is:
ESTABLISHMENT OF THE ENERGY EFFICIENCY REGIME IN THE WATER SUPPLY SYSTEM IN SERBIA WITH IMPLEMENTATION OF MEASUREMENT EQUIPMENT AND SOFTWARE FOR MEASURING THE ENERGY EFFICIENCY IN THE SYSTEM.
In order to achieve this objective it is necessary to train person in charge of energy efficiency in public-utility companies, which will, to the largest extent, help to establish an energy efficiency regime.
This is the reason why the trainings of essential importance are foreseen, as they will help , over the topics that will be discussed during the training sessions, to prepare a large number of registered participants for actions in their companies.
Developing ways of diagnostics of energy consumption is an important part of the training and it implies finding ways and modalities for the establishment of the real status of energy consumption in water supply systems on the basis of which can be defined courses of action towards the establishment of energy efficiency.
If the measuring equipment is provided, all public utility companies will be able to determine the actual energy consumption thus determining directions of future activities in the field.
Field measurements of electric and hydraulic parameters must be enabled in order to determine the energy balance, which in turn will serve to determine the major energy losses. With this information, elements and equipment with significant energy savings, will be proposed the appropriate energy efficiency measures. This step should also include observations of maintenance, such as temperature readings, excess vibration, lubrication of mechanical components, leaks in valves and main drainage pipes and cleaning of electrical installations. The second progress report should include measurements of electrical engineering areas and hydraulic parameters and observations of maintenance, such as: temperature readings, excess vibration, lubrication of mechanical components, leaks in valves and the main drainage pipes, and final cleaning of electrical installations.
The use of „retscreen“ software will determine the efficacy of the applied energy efficiency measures;
Development of an Action Plan is the final outcome of the training for the participants and it involves determining the plan of activities of participants in the next period enabling determination of the future courses of action based on the given results of the existing status analysis.
Sustainability is a key to the success of the project. It means that all the factors involved in the project need to continually work to increase energy efficiency in their companies.
The most significant effects of the project will be reflected through the change of attitude of public-utility companies from Serbia towards the use of resources at their disposal.

Target group

The main target group to which this project addresses are public utility companies in the field of water supply, channeling, waste water treatment and similar activities, that are at the same time the training participants (trainees). The training to be given to the experts of the companies will enable execution of activities in these companies in order to increase energy efficiency.
The problems of energy efficiency in water supply systems, channeling and waste water treatment are very serious. Therefore, it is necessary to perform training sessions continuously for several years.
Increasing of energy efficiency will help to achieve the objective of rational and sustainable management over the complete water supply system in Serbia.

Description and relevance of problem

Problem:
IRRATIONAL USE OF ALL FORMS OF ENERGY IN THE WATER SUPPLY SYSTEM IN SERBIA AS A RESULT OF OBSOLETE MACHINES AND DEVICES
By a detailed analysis of this problem, we concluded that solving this problem is not only a necessity but also the obligation of all relevant factors. That is, the analysis of energy consumption would create conditions for more efficient energy use and huge savings.
Planned trainings for energy efficiency will through provision of information on the modalities and energy efficiency measures, and by allowing measurements with measuring equipment enable creation of a coalition of companies in the field of water supply that will give the best response to the imposed challenges.

Expected results

Change to be achieved by project implementation
Implementation of the project would affect the resolution of many problems in the water supply, channeling and waste water treatment sector in public utility companies in this field that are related to energy efficiency. Also, the savings achieved would affect the profitability of these companies, and also the possibilities of further investments in modernization of the water supply system, channeling and waste water treatment.

Project innovation

The purchased measuring equipment will be used for the measurement of energy efficiency in companies participating the trainings, but later it will also be available to all interested companies in the water supply field.
The purchase of the „retscreen“ software will determine the efficiency of the effectiveness of the energy efficiency measures applied.
This is the first project that deals with energy efficiency in the field of water supply systems, channeling and waste water treatment in Serbia.
The project stands as a chance for provision of additional know-hows and exchange of experiences among the participants.
The purchase of measuring equipment and „retscreen“ software to be used in the project will enable the quantitative analysis of the current status of the system, which will give a presumption of future activities aiming to ensure energy efficiency.
Energy efficiency will be set as the most important element of the business policy of the public utility companies in the field of water supply, channeling and waste water treatment in Serbia.
